Hemangioma or PWS??

My daughter Madison is 1 month old. When she was born, the mark on her forehead was very faint. It has gotten darker and darker. We have been told it could just be an "angel kiss" or that it may possibly be a Hemangioma. The only thing is, it is not raised at all. It has not GROWN, just gotten darker. There has also always been a less dark spot on her eyelid, as seen in the picture. The two are not connected, but they both exist. This is what led to our research on SWS and Port Wine. I am hoping you can look at this picture and offer just an opinion. We need to act quick if that is what it takes.

I'm not sure but my guess would be hemangioma from what you've described and from the picture. I would continue to take pictures every few days to show the growth/progression of it. It's a little harder to see the birthmark on her eyelid so I'm not sure about that. I think it's a good idea to be seen by a vascular birthmark specialist and they could tell you more definitely and also discuss treatment options, especially when the eye is concerned. It is also possible that it will fade on its own but at least you will have someone monitoring it and you will know what your options are if you choose to treat it.
