My name is Hank I am 26 and have a facial PWS.

As of right now laser treatment is the only way to truly treat a PWS.
You would need to find a Dermatologiest in his area.

Under resource section above you can find several in different states.

Depending on how dark or thick his PWS would make a difference if his PWS is removeable yet until technology gets better.

I started laser treatment 21 years ago and has removed some but the larger areas laser treatment did not phase it. I have had plastic surgery as well, but that has already started to grow back.

Biggest reason to have the laser treatment if you can not completely remove it would be to maintan it so it does not start to grow or to delay it from growing.

If you have any other question you can email me or just reply here.

Hope this helps.
