Red capillaries over scar after surgery

Hi all, my 5yo recently had a Hemangioma removed. Six or so weeks later we have noticed small red capillaries?? forming over her scar. Is this the Hemangioma returning? We are now worried this could start all over agian.
Is there anything we can do or has anyone had a similar situation they could tell me about? Any info would be great!
