I'm not an expert either but I was kinda thinking it looked like a hemangioma too. I think it's always a good idea to get the opinion of a specialist who deals with these every day. There's a lot of misinformation out there and the Ped. don't always have the most current information.
My daughter has one on her hand that looks pretty similar to your daughters. Here's some pictures:

Hers went away fairly quickly on its own. She is almost 2 1/2 now and we can barely see it. She had no treatment at all. I also have another daughter with one on her lip and she did have treatment for various reasons. As KatieG eluded to every hemangioma is different, so if you have concerns you can try to get to a specialist to at least get another opinion.
